As cidades são cada vez mais centrais à acumulação de capital, estando atravessadas pelos efeitos da reestruturação produtiva e da flexibilização dos regimes regulatórios. Junto à segregação sócio-espacial, à sobrecarga das vias de transporte urbano e à disseminação de conflitos infra-políticos, as mesmas passaram a ser objeto de diferentes discursos sobre a “sustentabilidade urbana”, tanto por parte das agências multilaterais como de um conjunto de agentes sociais que pretendem construir as chamadas redes mundiais de cidades sustentáveis. Para tanto, dedicam-se a elaborar os tributos que

seriam constitutivos da noção de “cidade sustentável”. O presente artigo discute quais são, neste contexto, as especificidades das políticas ambientais urbanas e os embates que se estabelecem entre concepções tecnicistas e politizadoras do processo de reprodução das relações socioecológicas nas cidades.

ABSTRACT

Cities are more and more centers of capital accumulation, being crossed by the effects of productive restructuring and by the flexibility of  regulatory regimes. Together with socio-spatial segregation, overload of urban roads and dissemination of infra-political conflicts, cities can be the object of different talks about “urban sustainability’, both on the part of multilateral agencies and also a group of social agents who intend to build the so-called “world net of sustainable cities”. Aiming at that, they devote themselves to working out  the attributes that would constitute the notion of  “sustainable city”. This article discusses what are, in that context, the specifics of urban environmental politics and the clashes that happen between tecnicists conceptions and the conceptions of those who politicize the reproduction process of socio-ecological relations in the cities.
