Este artigo tem como propósito fundamental a identificação do perfil da política estatal baiana de saneamento, bem como verificar a influência da política nacional na condução dos serviços básicos na área de saúde – considerando esta em sentido amplo. De posse desses conhecimentos, pretende-se, também, que esta análise possa estruturar um arcabouço crítico que possibilite aos formuladores de política de saneamento construir uma agenda de trabalho, nesse campo, o mais próximo possível dos interesses da população. Para se chegar nesse ponto, é preciso, antes de tudo, fazer a distinção entre

as definições mais recorrentes daquilo que se convencionou a chamar de saneamento. Assim procedemos porque o termo, em si, guarda interpretações que podem estar associadas a diferentes áreas das políticas estatais. Para atender os propósitos da análise, foi fundamental o resgate histórico da situação do saneamento básico no Estado da Bahia, a fim facilitar melhor o entendimento sobre os determinantes da política em vigor. Por fim, concluímos que as políticas de saneamento do Estado da Bahia sofreram impactos da reforma do Estado e do projeto neoliberal, em âmbito nacional e estadual, o que comprometeu os já baixos índices de cobertura desse serviço.
 
 
ABSTRACT
The main purpose of this article is to identify the profile of Bahia´s state sanitation policy, as well as to verify the influence of the national policy in the conduction of the basic health services – considering the last, in its ample sense/direction.  With this knowledge at hand, the intention of this analysis is that it may structure a critical framework that can make it possible for the thinkers of sanitation policies to assemble a work agenda, in this field, as closely as possible to the interests of the population.  To get to this point, it’s necessary, first, to make a distinction between the most frequent definitions of what has been conventionally stipulated as sanitation.  We proceeded in this fashion because the term, in itself, holds interpretations that can be associated to different areas of state policies.  In order to attend the purposes of the analysis, it was crucial to rescue the historic situation of the basic sanitation of the state of Bahia in order to provide a better understanding on the determinants of the policy in use.  Finally, we concluded that the sanitation policies in the state if Bahia suffers impacts from the State Reform and the neoliberal project, both in state and national scope, which compromised the already low coverage of this service.
